A message from Vice President Allen-Diaz naming Tu Tran AVP-Business Operations

Dear Colleagues:

I am pleased to announce the appointment of Mr. Tu Tran as assistant vice president for Business Operations in UC’s Division of Agriculture and Natural Resources, starting on Nov. 26, 2012.

After a nationwide search, Mr. Tran comes to us from his current position as senior associate director of UC San Francisco’s Financial Service Center. He brings exceptional budget and finance experience in higher education to this important position. His skill set is well-suited to continuing the administrative and organizational progress we have made, helping us generate new revenue streams, improving efficiencies to further reduce costs, and helping advance the UC ANR Strategic Vision.

He will oversee departments of budget and finance, contracts and grants, business services, compliance and control, and staff human resources and provide administrative support for the Division’s statewide programs and special projects.

He will represent UC ANR within the Office of the President in all matters concerning resource planning and administration, as well as serving as the Division’s representative to Universitywide committees including campus vice chancellors for budget and planning and the vice chancellors of administration.

Before leading the formation of the UCSF Financial Service Center, which serves nine departments, Tran served as associate director of Finance and Accounting for UCSF Capital Programs and Facilities Management from 2008 to 2010. Before he joined UCSF, he was vice president for Finance and Business Operations for Sonoma Spa Resorts–Crescent Real Estate Equities from 2000 to 2007 and director of Business Services and Information Systems for UC Berkeley’s Physical Plant from 1999 to 2000.

Tran earned a B.S. in business administration–accounting from San Francisco State University and a J.D. from San Francisco Law School.

Reminder: Administrative functions survey

The deadline for providing input on how ANR’s reorganized administrative functions and units are working for you has been extended to Friday, Nov. 18.

The short survey, created by ANR’s Administrative Review Council (ARC), focuses on the functions of three service units:

  • Staff Personnel Unit
  • Business Operations Center
  • Contracts and Grants Unit

Please complete as many of the questions/sections as possible based on the services that you use from these administrative service units. You may skip questions or an entire section if it does not apply, or you may select “NA” from the drop-down menu.

The survey, at https://ucce.ucdavis.edu/survey/survey.cfm?surveynumber=6939, takes  5 to 15 minutes to complete. Your feedback is valuable so please include as much candid and constructive information as possible.

ARC seeks your input

Over the past year, ANR administrative functions have been redesigned and reorganized with the key objective to better serve our programs and operations. A key strategy in this effort has been to consolidate administrative functions and units to create efficiencies and streamline where possible to save administrative costs. These reorganizations have significantly standardized processes, enhanced internal controls and provided savings—savings that have allowed ANR to reinvest in academic programming and positions that align with ANR’s Strategic Vision.

Now we would like to know how the reorganized administrative functions and units are working for you. ANR’s Administrative Review Council (ARC) has created a short survey focused on the functions of three service units:

ANR assigned $6.2 million reduction; budget committee formed

Senior UC leaders have established budget targets to absorb a $500 million reduction in state funding for the fiscal year that begins July 1. The Office of the President has assigned ANR a $6.2 million reduction for FY 2011-12. With the state budget still uncertain, they hope to present a final budget for regental approval in July.

To develop a well-considered budget reduction plan for ANR, VP Dooley has appointed a budget committee to develop scenarios for accommodating the $6.2 million reduction.

The committee is composed of Jennifer Bunge, associate director of ANR Budget Office; Morgan Doran, UCCE advisor in Solano County; Cheryl Gould, UC IPM administrative coordinator; Beth Grafton-Cardwell, Lindcove Research and Extension Center director and UCCE specialist; Rose Hayden-Smith, ANR Sustainable Food Systems Strategic Initiative Leader and UCCE advisor in Ventura County; Darren Haver, South Coast Research and Extension director and UCCE advisor in Orange County; Neil McDougald, UCCE county director in Madera County and UCCE advisor; Larry Schwankl, UCCE specialist located at Kearney Agricultural Research and Extension Center; and Jim Sullins, UCCE county director in Tulare County and UCCE advisor. Co-chairs are Kay Harrison Taber, ANR associate vice president-Business Operations, and Bill Frost, associate director of Research and Extension Centers. Donna Jones, ANR budget director, and Peggy Michel, deputy to the AVP-Business Operations, serve as resource staff.

The committee initially met May 16 and reviewed work conducted in previous budget analyses. They will discuss the reduction level and prepare budget scenarios to be presented to Program Council at the June 8 meeting.  Program Council will discuss the scenarios and provide comments and recommendations to the ANR Executive Working Group.

Jones appointed interim director of UCOP budget

UC Executive Vice President Nathan Brostrom has appointed Donna Jones interim director of UCOP budget, providing overall leadership for the Office of the President budget, effective Jan. 1, 2011.

Jones, who is currently ANR budget director, is taking on the responsibilities of Michael Rancer, who is retiring from the UCOP director position. She will continue to perform budget-related duties for ANR during her one-year appointment and will remain ANR budget director. Jennifer Bunge, ANR associate budget director, will assume many of Jones’ day-to-day duties in ANR during the year.

“Donna’s joint appointment presents a wonderful opportunity for ANR to work more closely with the UCOP and systemwide budget offices,” says Kay Harrison Taber, AVP-Business Operations.

Jones brings to the job 30 years of UC budget and financial experience from her start at UC Santa Barbara in 1981 and past 15 years with ANR.
